The decision audit report for Motorcycle Parking TT1654 has been completed and recommendations have been approved. A copy of the report which details the objections and the Council's decision has been attached below. The Council would like to thank all respondents for taking the time to provide feedback and objections. A direct response will be sent within the next 14 days to everyone who responded during the statutory consultation between 14 July and 4 August 2023.

The motorcycle parking policy supports the delivery of the Council's commitment to reducing CO2 emissions as the borough works towards achieving net-zero emissions by 2040. The policy also aligns with the Council's strategic objectives, the Sustainable Transport Plan, the Parking and Enforcement Plan and Air Quality Plan.

Background

Following the closure of the public consultation in August 2020, results were analysed and a report setting out the recommendations was presented to the Council’s Cabinet for consideration. 

The decision taken by Cabinet was that motorcycles will be required to hold a valid permit to park in any permit holder bay, and will be governed by the same rules and pricing structure as other vehicle types.

The Council then carried out a statutory consultation, where a Traffic Management Order (TMO) was advertised in the Hackney Citizen and London Gazette between 14 July and 4 August 2023.

What happens next?

  • From 10 June 2024 the Council will be introducing motorcycle charges
  • From 01 May 2024, you will be able to register and/or purchase a motorcycle permit
    • On-street residents, estate residents and business permit holders, will be required to register for a permit from the first year at no charge. The second year 50% of the full price will be charged and the full price will be payable in the third year.
    • All other permit holders will be required to buy a permit from the first year at full price.
    • Visitors to the borough will be required to purchase a pay and display parking session when parking in the borough.

  • Each business permit can have up to three vehicles assigned to it, but only one vehicle can use the permit at any time.

  • You will be able to secure your motorcycle to a stand in a solo motorcycle bay, subject to availability.

  • You will need to register for a free business permit in the first year, pay 50% of the full price in the second year and full price will be payable in the third year.

All-zone, doctors, health and social care

  • You will need a permit to park a motorcycle in Hackney.

  • Limits to the current eligibility for these permits will stay the same.

  • You will be able to secure your motorcycle to a stand in a solo motorcycle bay, subject to availability.

Blue badge

  • You will need to apply for a companion e-badge, to allow you to park for free within your home parking zone.

Visitor or commuter

  • You will need to use a visitor e-voucher in permit bays.

  • You will need to pay to park in a shared use or pay and display bay.

We would like your views on a number of proposed changes to rules governing motorcycle parking in Hackney.

As part of our commitment to improve local air quality and reduce CO2 emissions in the borough, we are proposing to introduce parking permits for motorcycles. This is aimed at tackling air pollution from motorcycles by encouraging people to switch to less polluting models or more sustainable forms of transport. It will also bring all motorcycle parking charges in line with other vehicles, which have had emissions-based permits since 2015. We are also proposing the introduction of lockable stands in motorcycle bays to improve security for those that need to ride.

Background

Poor air quality contributes to an estimated 10,000 premature deaths every year in London. As vehicle emissions are the primary source of air pollution in London, it is crucial that Hackney Council plays its part in tackling this source of pollution. 

As part of our Transport Strategy and Parking and Enforcement Plan, we are committed to encouraging people to travel more sustainably, increasing walking and cycling rates, and promoting public transport use. 

These proposals are aimed at encouraging motorcyclists who need to ride to switch to less polluting and zero-emission motorcycles. The proposals would also bring Hackney in line with 7 of the 11 other inner London boroughs that already charge for motorcycle parking. 

Motorcycles have not been charged to park in the borough up to now, largely because it has not been possible to display a permit securely on a motorcycle. Developments in technology offer a practical solution in the form of cashless parking and e-permits.

There is also a need to provide more secure parking for motorcycles to address security concerns. Some motorcycle riders have told us that they would like us to provide more secure parking for motorcycles, which we are proposing as part of this consultation.

What is being proposed? 

As part of the Council’s commitment to improve air quality in Hackney, we are proposing the following changes to motorcycle parking in the borough:

  • The introduction of a requirement for motorcycles to hold a valid permit to park in any permit holder bay, which would be charged based on emissions.
  • Making it a requirement for visitors travelling by motorcycle to display either a visitor e-voucher when visiting friends and family, or purchase a cashless parking session when parked in short-stay bays.

If these proposals were introduced, we would also:

  • Install lockable stands at motorcycle bays to increase security and reduce theft.
  • Convert free solo motorcycle bays into shared use solo motorcycle bays, in which motorcyclists will require either a permit or cashless parking session to park in.

The permits would be electronic, also known as e-permits. This removes the need to display the printed permits on a motorcycle. If implemented, the current approved vehicle emission-based price structure would be applied to motorcycle permits. For more information on permit pricing please see here. Most motorcycles would fall within the lowest banding, which currently costs £61 per year.

The new policy of requiring motorcyclists wishing to park in Hackney to hold a valid permit, e-voucher or cashless parking session would also bring motorcycles in line with all other motor vehicles.

Why are we reviewing motorcycle parking?

The Council recognises the need to operate uniform parking policies in order to improve air quality and promote sustainable modes of transportation. This is outlined in the Parking and Enforcement Plan, which governs all parking policies in Hackney. 

At present, motorcycle riders are not required to purchase parking permits, meaning that they can park in much of the borough free of charge, despite motorcycles' impact on air quality. These proposals are aimed at encouraging people to switch to less polluting models of motorcycles or more sustainable forms of transport.

How might the proposed motorcycle parking policies affect me? 

Under the proposals:

If you are a motorcyclist in Hackney:

  • You will need to purchase a parking permit or pay and display session depending on where you park.
  • You will benefit from increased security through the expansion of the number of lockable stands in motorcycle bays across the borough.

If you are a resident:

  • You will need a permit to park a motorcycle in Hackney. 
  • You will be entitled to one permit per person - this limit covers both vehicles and motorcycles.

If you are an estate resident:

  • You will need a permit to park a motorcycle on your estate.
  • You will be entitled to one permit per household - this limit covers both vehicles and motorcycles.

If you are a business:

  • You will need a business permit to park your work motorcycle(s) in Hackney.
  • You will be allowed to have up to five permits per premise - this limit covers both vehicles and motorcycles.
  • Each business permit can have up to three vehicles assigned to it, but only one vehicle can use the permit at any time. 

If you are a visitor to the borough: 

  • If you are visiting a resident in a borough you will need a valid visitor e-voucher to park in Hackney permit holder bays.
  • You may have to park in pay and display and shared use bays and pay for a valid session, using our cashless parking system (RingGo). 

If you are a worker or commuter in the borough:

  • You will continue to pay to park in Hackney pay and display bays.  
  • You will have to pay to park in a solo motorcycle parking bay and shared use bays.
  • Maximum stay restrictions will be applied to prevent all-day commuter parking. 

If you are a Blue Badge holder: 

  • You will need to apply for a companion badge, to allow you to park for free within your home parking zone.

What happens next?

Following the closure of the consultation on Monday 10 August 2020, responses will be collated during Summer - Autumn 2020. The results will then be analysed and a report written setting out the Council’s recommendations. The report will then be submitted for approval to the Council’s Cabinet, elected representatives of the people of Hackney, for their meeting in Winter 2020 - Spring 2021.
