Three-Year Education Strategic Plan 2025-2028

We asked
Between April and September 2025, we carried out two phases of engagement on Hackney’s Education Three-Year Strategic Plan 2025-2028.
In April and May 2025 we engaged on the vision and six draft proposed priorities. This was intended to provide initial insight and reaction from a wide range of stakeholders to inform further development of the strategic plan. Engagement was structured around three topics: views on local education priorities, desired outcomes, and potential obstacles.
Between July and September 2025 we consulted on the draft Education Strategic Plan 2025-2028. We asked for feedback on the content of the draft Plan, including the vision statement, commitments, and the five priorities (Special Educational Needs and Disabilities (SEND) and inclusion, Additional and Alternative Learning Service, strength and sustainability, sustainable school improvement, and equity for children and families.

Engagement Phase
Feedback received during the engagement phase in April and May 2025 suggested that there was overall agreement with the general direction of the Strategic Plan, and raised the following points:
- Greater parental involvement and recognition as partners.
- Clearer language, specific plans, and tangible outcomes.
- Consolidating and better defining the six priorities. There was a strong feeling that two priorities could be amalgamated into one.
- Integrating the principles of Inclusivity, Equity, and Anti-Racism throughout the strategy.
- Considering social and economic factors and improving collaboration between services.
- Addressing perceived gaps in areas like mental health, technology, staff support, and curriculum.
- The importance of accountability and building trust with the community.
- Concerns about adequate funding for implementation.
- Concerns about punitive measures and lack of empathy in schools.
- A need for greater emphasis on early years and seamless transitions.
- The importance of incorporating technology in education.
- Advocacy for a broader and more engaging curriculum.
- Refinements to the vision statement.
- The importance of incorporating children's perspectives.
These were considered in the development of the draft Strategic Plan that was consulted on between July and September 2025.
Consultation Phase
40 responses were received to the consultation, with most responses being from parents/carers and smaller numbers from education professionals and organisations involved in education in Hackney. Responses to the consultation identified the following themes:
- Greater collaboration and involvement of parents and carers, Voluntary and Community Sector (VCS) and wider organisations and communities.
- Greater sharing of learning and best practice between schools, including academies.
- Supporting schools and staff with more funding and resources, including training and a focus on well-being, retention and representation.
- Implementing transparent indicators and improving monitoring and feedback and complaints mechanisms.
- The Impact of high exclusions in the borough.
- A focus on equity and fairness, including equity of access to support and opportunities.
- Considering and aligning with wider policies and strategies, such as housing and health.
- Considering mental health and well-being, and focusing less on academic achievement.
- Greater clarity within the plan and setting out more tangible plans and outcomes, and potentially considering a longer timeline.

The feedback and views shared during the engagement and consultation informed the development of the Hackney Three-Year Education Strategic Plan 2026 to 2029. The Strategic Plan encapsulates our education strategy for the next three years and outlines our commitment to fostering a truly sustainable, anti-racist, and inclusive education system. It is a definitive roadmap that will guide our collective efforts over the next three years, ensuring the continued excellence of education within the London Borough of Hackney.

Introduction
We are consulting on a new draft three-year education Strategic Plan for Hackney. Your views will help to shape the Plan and the delivery of education within Hackney over the next three years.
About the draft Strategic Plan
The success story of schools and education settings in Hackney is well known. Having been one of the lowest performing Boroughs, to now being one of the best. However, maintaining the high-quality education our schools and settings provide faces challenges
Our draft Strategic Plan, developed with engagement from a wide range of stakeholders, sets out the vision, commitments and priorities that we have identified to inform our approach to education in Hackney.

What happens next
Please share your views in our consultation, which will close on 22 September 2025. During the consultation period, we will be holding in-person and online information sessions. This will be an opportunity for us to share the proposals and for parents, carers, young people, partners and other stakeholders to seek clarification and ask questions.
Your views and feedback shared will help to shape the plan and the delivery of education in Hackney over the next three years. The strategic plan will be presented to the Hackney Cabinet for approval and we expect to publish the final plan by the end of 2025.
