Changes to Traveller Site Licences
Overview
There are five Traveller sites within Hackney with a total of 27 pitches: 18 traditional pitches and nine pitches with brick built bungalows. Travellers living in bricks and mortar (bungalows) on Traveller sites have a tenancy agreement under the Housing Act 1996 while those living on traditional pitches have a licence agreement under the Caravan Control Act & Mobile Homes Act.
We are proposing to update the Terms and Conditions of the licence agreements for those living on traditional pitches in Hackney to make them similar to those living in social housing in Hackney - including those living in bungalows on the nine pitches.
The Traveller site licence agreement includes Implied Terms, which cannot be changed. This consultation will specifically focus on the Hackney Council’s Terms and Conditions, which can be changed.
Our aims are to:
- explain clearly the changes to the Terms and Conditions of licences
- listen to residents / potential residents views on the proposed Terms and Conditions of licences
- answer any questions and provide clarifications

Domestic violence and abuse is any threatening behaviour, violence or abuse between family members or two people who are or have been in a relationship. It can affect anybody regardless of their sex, age, disability or sexuality and happens in all walks of life. The violence can be psychological, physical, sexual or emotional. It can include honour-based violence, female genital mutilation and forced marriage. a) You or any member of your household must not commit or allow domestic violence, or cause any member of your household to be too afraid to leave or return to your home. b) If you or any member of your household mistreats a child or a child is taken into care as a result of any abuse or mistreatment, we can take legal action to evict you or anyone living in your home. c) If you or anyone living in or visiting your home breaks any of these conditions, we may take legal action against you, including the following.

What changes are being proposed?
The most significant changes are proposed in the areas of fire safety, harassment and hate crime, and domestic violence and abuse.
How long does the consultation run?
Opened on 11 September 2025 and ends on 23 October 2025.
Will the council issue me with a new licence agreement?
The date your existing pitch licence agreement was issued will not be affected if you are a resident on a pitch.
Are the new proposed Terms and Conditions consistent with those for residents in bungalows on Traveller sites?
Largely, yes. The majority of Terms and Conditions are the same, with the exceptions being Fire Safety regulations for pitches and succession rules.
