Following the close of the Parking and Enforcement Plan (PEP) listening exercise on parking permit prices, feedback from both the PEP consultation and listening exercise were considered. A report was then written which sets out the recommendations and the draft PEP was updated to its final form. The report and PEP was presented to the Council’s Cabinet and was approved in October 2022. The approved PEP was published in November 2022 and can be read here. The PEP 2022-27 outlines the key visions for parking services. These are:  

  • Supporting the creation of sustainable streets for everyone, by re-prioritising more of our kerbside space to support greening in the borough, and sustainable transport.

  • Providing high-quality, customer-focused services that respond to the needs of our residents, businesses and visitors.

  • Encouraging motorists to choose active travel and sustainable travel options, a switch to cleaner vehicles with a reduction in private vehicle ownership.

  • Consolidating a fair, proportionate and transparent enforcement service to deliver high levels of compliance, and robustly tackle fraud.

  • Delivering a consistent approach to parking products and services on all council-managed estates.

Please note that some of the proposals which were consulted on have been changed following the consultation. Please refer to the PEP 2022-27 for the final recommendations which are due to be implemented.

Overview

We would like your views on Hackney Council’s proposed Parking and Enforcement Plan (referred to from here as the PEP). The PEP is the Council’s primary parking policy and strategy document governing parking related decisions. We have developed a new draft (see here with appendices here), covering the period 2021-26, and we want to hear from local residents, businesses, and visitors about the proposals set out in this document.

Due to continuing health and safety concerns regarding COVID-19, as a precaution, drop-in sessions and Q&A events will be held mostly online. 

The events will be hosted on a number of dates (shown below) during August, September, October and November.

Face to face drop-in session

Places are limited for the face-to-face drop-in session due to current social distancing advice, so please register below to secure your place. COVID-19 ADVICE
It is advised you take a Covid-19 lateral flow test before attending. Please do not attend if you test positive or are feeling unwell. For the safety of others and yourself please wear a mask, bring hand sanitiser and maintain social distancing.

We will be following our own Covid-19 measures during the event, including restricting the guestlist, ensuring good ventilation and providing masks and sanitiser.

Online drop-in sessions

These sessions will be held over Zoom where we will be presenting the consultation proposals and answering questions from participants. Registration will close one day before the event. A link to Zoom will be sent to you on the day of the event. Please note there is a limited number of participants we can accommodate for each session. We are offering a series of open and targeted sessions for groups that will be most affected by the proposals. In the registration form for the targeted sessions we will be asking screening to ensure that you have chosen the correct session to attend 

Online drop-in sessions will take place on the following days:

  • Estates residents drop-in session 1: Thursday, 4 November 2021 from 17:00-18:00
  • Estates residents drop-in session 2: Thursday, 4 November 2021 from 18:30-20:00

Online and face-to-face sessions will be led by Parking, Markets and Street Trading Council staff where the proposals and objectives in the PEP will be discussed. For more details please see the interim PEP here and appendices here.

Q&A sessions

You can ask your questions up to midday the day before each session on the online platform Slido using the relevant event codes below. We will try to answer as many questions as possible during the allocated time. As with the drop-in sessions there will be sessions targeted at specific groups so more of a focus can be given to questions asked by groups most affected. Please note that these are not live sessions. The answers by Parking, Markets and Street Trading Council staff will be available by video from the dates listed below. A link to the video will be sent to you on the day of the session if you have completed the registration form.
