Stamford Hill Area Action Plan: Main Modifications Consultation

Overview

Following the Examination in Public of the Stamford Hill Area Action Plan (AAP) in September 2025, the independent Planning Inspector has, at the request of Hackney Council, recommended a number of Main Modifications to the plan.

This consultation is only about the proposed Main Modifications – no other aspects of the Plan can be commented on at this stage.

All responses will be sent to the Inspector and will help inform their final report on the Plan’s soundness and legal compliance.

The consultation runs from 8 December 2025 to 19 February 2026.

You can share your views on the proposed Main Modifications by completing the online form below before Thursday 19 February 2026.

Printed copies of the questionnaires (Parts A and B) and consultation documents are available to view and collect at the following locations during library opening hours:

Why your views matter

The Stamford Hill Area Action Plan guides development in the area and has been independently examined by a Planning Inspector.

This consultation gives you the opportunity to comment on the proposed Main Modifications before the Inspector issues their final report.

Your comments should focus on whether the modifications make the Plan sound and legally compliant.

Soundness

To be sound, the Plan must:

  • meet the objectively assessed needs of the area
  • be justified by proportionate evidence
  • be effective and capable of being delivered
  • be consistent with national planning policy

What happens next

This consultation on the Main Modifications to the Stamford Hill Area Action Plan (AAP) has now closed.

All comments received will be sent to the independent Planning Inspector, who is responsible for examining the Plan. The Inspector will consider every response before finalising their report and recommendations on whether the AAP is sound and legally compliant.

The Inspector’s final report will set out whether any further changes are required before the Council can adopt the Plan.

Once the report is received, Hackney Council will:

  • publish the Inspector’s Report and any recommended modifications on the Council website
  • notify everyone who took part in the consultation or requested updates
  • prepare the Adoption Version of the Stamford Hill Area Action Plan for approval by Cabinet and Full Council

When adopted, the Stamford Hill Area Action Plan will become part of Hackney’s Local Plan, guiding development and investment across the area.
