Blackwell Close Development Proposal - Final Exhibition

Closes 31 May 2025

Overview

Hackney Council is continuing its housing programme to deliver around 400 new homes across 14 locations, including Blackwell Close Garages. Seventy-five percent of these new homes will be Council homes for social rent, prioritised for local residents with established housing needs. This initiative is part of our commitment to start building or support the construction of 1,000 new homes for social rent by 2026. Our goal is to address the housing shortage and provide high-quality, genuinely affordable homes to those in need.

Blackwell Close garages have been identified as potential locations for new homes without the demolition of existing ones, alongside wider improvements to the estate and neighbourhood.

Since summer 2022, we have been talking with local residents about proposals to replace the garages at Blackwell Close with new homes, including at our two public events in June and November 2024.

We’re working with a design team and specialist consultants to prepare a planning application for the Blackwell Close Garages site, which we intend to submit in June 2025. Our team includes:

Architects: Al-Jawad Pike
Landscape: Periscope
Cost Consultant: Bristow
Planning Consultant: HTA Planning
Multi Disciplinary Engineering Consultant: XCO2

Most of the design team have lived or worked in Hackney for many years. They have a broad mix of backgrounds and cultures and are excited by the opportunity to work with the community on these much-needed new homes and redesigned community garden.

Why your views matter

Hackney Council’s Housing Regeneration & Delivery team wants to hear your views on the final proposals for Blackwell Close Garages and Community Garden that will be submitted for planning submission in June 2025.

These plans have been developed from the conversations held to date, including the public engagement events held in June and November 2024.

This survey accompanies a public drop-in exhibition taking place on Saturday 10 May from 11am to 2pm on Gilpin Square, E5. The display boards from that event are included below for your reference.
