Draft Economic Development Plan 2025-2030
Overview
Hackney Council is consulting on a new Economic Development Plan (EDP) 2025-2030, which sets out a vision for building a fairer, greener, and more inclusive local economy over the next five years.
We want to know what you think about the Plan’s proposals, including its key missions, focus areas and actions, so we can make sure it reflects the priorities and experiences of Hackney’s communities, businesses and partners.

What is the Economic Development Plan?
Hackney is home to a vibrant and growing economy, especially in tech, creative industries, healthcare, skills and training, and the green economy. But not everyone has benefited from this growth, and inequalities persist across the borough.
This Plan builds on the progress we’ve already made. In recent years, Hackney has:
- Delivered over 6,500 sqm of affordable workspace
- Created over 4,000 adult learning enrolments
- Supported hundreds of local businesses through the Hackney Impact programme and market growth
- Secured £19 million in investment to improve Hackney Central’s public realm and community facilities
- Launched a Responsible Business Charter and new job access programmes like Hackney Works.
These achievements reflect our ongoing commitment to inclusive economic development. The next phase is about going further and faster and we want your feedback to help shape that journey.
This draft Plan is built around four key missions and this consultation asks for your views on each of them.
The four missions at the heart of the Plan
- Mission 1: Residents are able to participate in the economy and society. This mission focuses on tackling poverty, improving access to skills and training, and helping more people, especially disabled people and those on low incomes, into good jobs. We want to remove the barriers that prevent people from thriving in Hackney’s economy.
- Mission 2: Hackney’s economy is climate resilient and sustainable. To meet the climate emergency, the Plan outlines how we’ll support businesses to cut emissions, promote green industries and jobs, and help Hackney move toward a more circular, sustainable economy.
- Mission 3: Hackney’s economy is fairer and more inclusive. This mission is about reshaping the local economy so that it works better for everyone. It focuses on how employers and businesses can contribute to a fairer Hackney through better working conditions, inclusive practices, and creating opportunities for underrepresented groups. It also looks at how more of the wealth created in Hackney can stay in the borough, benefiting local people and communities.
- Mission 4: Regeneration and investment benefit more of Hackney’s places and communities. This mission is about making sure that the benefits of regeneration, such as new jobs, investment and improved public spaces, are felt across the borough, not just in a few areas. It also commits to involving residents more meaningfully in shaping change in their neighbourhoods.
