Overview

New homes on the Parkside Estate

We are working with residents on plans to bring 19 much needed Council homes for social rent to the Parkside Estate. The new development seeks to provide benefits to existing residents through enhancing the existing landscaping, adding new landscaped areas and play spaces, providing a new bin area and improving walking and cycling connections through the estate. Further benefits will be explored as the design is developed. 

Relocation of the Multi-Use Games Area (“the Cage”)

As part of the development, the Council has made a commitment to replacing a games area within the estate. The design team (which includes architects, and other consultants working on the plans for the Parkside Estate) investigated reproviding a caged multi-use games area (MUGA) in the location of the current “cage”. However, this would have limited the number of social rented homes that could be delivered and the new building would have been very close to the backs of the gardens of properties at 35-39 Rutland Road, with significant overlooking and overshadowing issues. This option was not supported by planning officers at the Council, who also noted that it would not make it easier to get around the estate. In addition, providing a new caged MUGA at the existing location would have further impacted the entrance to 33-62 Parkside Estate.

We want to find out what kind of play spaces you would like to see on the estate. Your opinions will inform how we reprovide this play space.

A number of locations and examples of possible play space have been suggested by residents and the design team. These have been tested, considered and presented to residents at engagement events and at Resident Steering Group (RSG) meetings. 

The RSG have provided feedback throughout the design process on behalf of Parkside residents. The RSG have been clear that they have reservations about the proposals for the play space so far. We know that their concerns are shared by many Parkside Estate residents, particularly in relation to proposals for the central area of the estate.

Options for Play Space

We are speaking to Lauriston School to explore whether it is possible to make their MUGA accessible from Morpeth Road outside of school hours. If sharing the MUGA with Lauriston School is possible, the Council will still need to provide play space on the estate in order to meet planning requirements.

To accommodate a caged MUGA of comparable size to the existing “cage”, the only feasible location on Parkside Estate is within the central grassed area of the estate. This is Option 1 in the survey. 

If residents do not support the use of the central grassed area, we could still provide a caged or partially caged games area elsewhere on the estate, but it would be significantly smaller. This could be possible as part of Option 2, which involves having smaller areas of play throughout the estate.

Regardless of the option that residents prefer, we will continue to work with you  to further develop the type of play provision provided throughout the estate. Whichever option is preferred, we will provide additional landscape improvements so that there is the same amount of green space on the estate as before.

Why your views matter

Hackney Council’s Housing Regeneration & Delivery team would like to gather residents’ views on the potential play space, which will inform the design of the new homes and the surrounding neighbourhood. 

This survey will run from Friday 8 August -  Monday 8 September.

We will also undertake door knocking on the estate, to ensure that residents have a variety of ways to share their views.  Residents will also be able to come and talk to the Council’s project team at the Big Lunch on 13 August from 12 noon to 3pm.  A paper version of this survey will be posted to all residents.
