Help shape the future of transport in Hackney

Phase One Engagement - Consultation 

In spring/summer 2025, we carried out a consultation to gather insights on key transport issues in Hackney to inform a new Transport Strategy for the next ten years  We asked about the key issues identified for inclusion within the Transport Strategy. These were:

• Connecting Places
• Housing and Jobs
• Public Places and Healthy Streets
• Safe and Secure
• Cleaner Air
• Greener Streets and Places
• Lower Carbon Emissions
• Healthy
• Access to All
• Equitable
• Child Friendly
• Affordable

We also issued a draft evidence base which demonstrated some key facts regarding Transport in Hackney. 

Phase Two Engagement - Main Roads Deliberative Engagement

In autumn/winter 2025, we carried out a deliberative engagement process on the Main Road Network in Hackney. The deliberative process brought together a group of 21 residents from across the borough who broadly reflected the borough in terms of both demographics and attitudes. They were asked to draft a vision statement for the Hackney main road network, and guiding principles for 5 main road corridors in Hackney.

The question put to the group was: "How can we create a main road system that is fair, safe and sustainable in Hackney?"

Phase One Engagement - Consultation

Residents who responded to the Transport Strategy phase one  agreed on the importance of all of the survey issues - with each issue receiving between 74% and 91% support. The response from residents was wide-ranging, but the importance of all of these issues was generally agreed and no other issues were strongly identified.

Important strands in the feedback included:

• The impact of Low Traffic Neighbourhoods (LTNs) - responses showed a division of opinion on LTNs. Reported benefits for some residents were balanced by criticisms from others regarding increased congestion and pollution on main roads. The second phase of engagement focused on main roads to better understand the concerns raised. 
• Greater inclusivity and accessibility for all - a frequent request in the responses was a call for improved accessibility for disabled, elderly, and less mobile residents. 
• Quality, reliability, and affordability of public transport - concerns about the ability of public transport to serve as a reliable alternative to private vehicles were raised, with mentions of quality, reliability and affordability.
• Safety beyond traffic (crime and antisocial behaviour) - respondents expressed a desire for safer public spaces, free from crime and inconsiderate road user behaviour.
• Quality of road and pavement infrastructure - concerns were raised about the condition of roads and pavements, with frequent requests for stricter enforcement and better maintenance.
• Nuances in active travel and greener spaces - while environmental goals are generally supported, their practical implementation and perceived local impacts are a source of frequent discussion.

Phase Two Engagement - Main Roads Deliberative Engagement

The process produced recommendations to inform Hackney Council’s next Transport Strategy, which outlines how Hackney Council will support, adapt and manage the movement and place functions of its main roads system. The engagement focused on main roads to explore the concerns raised  in the Phase One consultation.

Phase One Engagement - Consultation

We are developing the themes of the Transport Strategy based on the initial engagement issues, reflecting the feedback received. Examples of changes made include:

• A reference to maintaining road space for essential trips in the Connecting Places theme to reflect the fact that some trips will continue to need to be made by private motorised means.
• The “Air Quality” theme has been sharpened to focus on air quality issues on main roads where residents expressed concerns over air quality issues caused by continuing high levels of motor traffic. 
• The “Access to All" theme has been widened to include mention of pavement obstructions, restrictions in motor vehicle access and bus service issues. 

Phase Two Engagement - Main Roads Deliberative Engagement

In response to the panel's recommendations, we will:

• Include the main road network vision statement in the transport strategy document.
• Include and refer to the main road corridors guiding principles and will use these as an initial basis or reference point for reviewing the five corridors in the transport strategy.
