School Street Expansion Zone (SSE1) at St Paul’s with St Michael’s CE Primary School
Overview
We’re committed to creating a greener, healthier Hackney. That means cutting traffic emissions, improving air quality, and helping local people to live active and healthy lives. As part of that commitment, we have developed a proposal to expand the existing School Street zone SS40 at St Paul’s with St Michael’s CE Primary School. The Council is seeking views from you as part of the consultation phase on the proposed School Street expansion.
School Streets are schemes where the road(s) outside a school are closed to most vehicles during school opening and closing times, helping children and parents walk and cycle to school safely, and improving air quality at the school gates. Why we are proposing to expand the School Street zone
The School Street (timed pedestrian and cycle zone) at St Paul’s with St Michael’s CE Primary School (SS40) has been successful on Brougham Road since it was made permanent in 2022. Recent monitoring and feedback from some residents suggest that additional School Street measures are needed on other streets around St Paul’s with St Michael’s CE Primary School to maintain a safe zone for children to walk and cycle, meeting the aims of the School Street programme.
We are proposing to introduce new School Street zoning on Wilde Close, Magnin Close, Johnson Close and Brownlow Road (East of Marlborough Avenue), to help children and parents walk and cycle to school safely, and improve air quality on these routes to the school.
How the School Street expansion works
Location
The roads under consideration for an expansion of the School Street pedestrian and cycle zone at St Paul’s with St Michael’s CE Primary School include:
- Wilde Close
- Magnin Close
- Johnson Close
- Brownlow Road - East of the junction with Marlborough Avenue
This expansion, currently named SSE1, would be separate to the existing SS40 School Street zone which is currently located on Brougham Road, from the junction with Trederwen Road to the junction with Marlborough Avenue.
This proposal does not include any changes to the original SS40 School Street on Brougham Road.
Timed Restrictions
Vehicles would not be able to drive into the School Street expansion zone between 8:30-9:30am and 3:00-4:00pm, Monday to Friday, unless they have been granted an exemption from that zone. School Street zones do not operate on weekends or during school holidays.
The timing of School Street zones is designed to be kept to a minimum, to avoid network disruption, while crucially covering the peak times of children traveling to and from school.
Enforcement
The School Street would be indicated by timed Pedestrian and Cycle Zone signs at each entry point (see drawing below). It is a traffic offence for non-exempt vehicles to enter the School Street zone during the operational times, and infractions can carry a penalty charge issued by a CCTV camera.

How exemptions are allocated

Vehicles that are registered to a residential or business address within the proposed School Street Expansion Zone (SSE1), and/or residents with a valid Z32 Hackney Estate parking permit would be eligible to apply for resident vehicle exemption from the proposed School Street pedestrian and cycle zone restrictions on Wilde Close, Magnin Close, Johnson Close and Brownlow Road (East of Marlborough Avenue) only.

Vehicles that are registered to a residential or business address within the original School Street SS40 zone would retain their exemption to the School Street measures on Brougham Road, but would not qualify for exemption from the SSE1 School Street measures on Wilde Close, Magnin Close, Johnson Close and Brownlow Road (East of Marlborough Avenue) only.

Any vehicle already inside a School Street zone when it comes into operation is permitted to leave the zone at any time without incurring a penalty.

Vehicles driven by residents living outside of a School Street zone, parents and carers dropping off or collecting children at the school, school staff, friends, tradespeople, delivery vehicles, and any other non-exempt vehicles will not be permitted to enter the street during the School Streets operational times.
- Special exemptions are considered on a case-by-case basis, and are available for Blue Badge holders and carers who need access to a property inside any School Street zone. What happens next
Your views will be taken into account as part of the consultation and statutory scheme process. Subject to funding, viability and results of the consultation, the Council would aim to begin implementation of the proposal in summer 2025.
