Article 4 Direction for Ridley Road, Dalston Consultation

Overview

Hackney Council is consulting on a proposed Article 4 Direction for Ridley Road, Dalston Town Centre.

An Article 4 Direction is a planning tool that removes certain national permitted development rights in a defined area. Where an Article 4 Direction is in place, some changes that would otherwise not require planning permission must instead be assessed through a planning application.

This Article 4 Direction withdraws the permitted development right that allows a building and land in commercial, business or service use to change to residential without needing to apply to the local planning authority for full planning permission.

Article 4 Directions covering this permitted development right already operate in other parts of the borough, including across the wider Dalston area. The proposed Direction would extend the same planning controls to Ridley Road, helping to ensure a consistent and transparent approach to managing change across Dalston Town Centre.

This consultation forms part of the statutory process required before a non-immediate Article 4 Direction can be confirmed.

Important: This consultation is not about whether the Council can introduce an Article 4 Direction in principle. Feedback will be considered alongside planning policy, legal requirements and other relevant evidence before a final decision is made.

These sessions are informal and you can drop in at any point during the times shown. Members of the Council’s strategic planning team will be available to explain the proposals and answer questions.
