Parkside Estate Development Proposal - Final Exhibition Survey
Overview
The Parkside development will bring 19 much needed Council homes for social rent to the Parkside Estate. This is part of the Council’s New Homes Programme that aims to deliver 400 high-quality, genuinely affordable homes across 14 locations in Hackney.
The design of the building maximises the number of social rented homes that are provided, whilst responding to concerns about potential impacts of overlooking and overshadowing. The building will be very sustainable, efficient and will provide safe and comfortable homes for future residents. This is achieved with an efficient, cube shaped building that maximises the amount of outside space, improving pathways through the estate and making more landscaped areas for new and existing residents to enjoy.
Parkside is a wonderful estate with a lot of open spaces and green areas. There is a fantastic community that you have all helped create. The development aims to enhance parts of the estate and provide improvements for existing residents. This includes creating a new secure bin store, enhancing biodiversity and planting, improving pathways through the estate and providing new safe, and inclusive play spaces for young people.
As part of the development, the Council is committed to reproviding the ‘cage’, as we recognise its importance to the estate. During the design development it became clear that we could not keep the cage in its current location whilst also providing new homes. The Project Team has carried out various consultations with residents and we have proposed a number of locations for a new cage.
A landscape questionnaire was sent out in August 2025, showing proposals for either utilising the central green space, which is the only area that could accommodate a similar sized cage, or having dispersed play areas around the estate. Following the analysis of this consultation, it was clear that neither proposal option received overwhelming support.
Since then, the Council has employed a play specialist, Dinah Bornat from ZCD Architects. Together with the project team and landscape architect, Dinah held two face-to-face workshops with residents from the estate, with approximately half of the participants being young people. Through the workshops we wanted to get a better understanding about how children currently use the estate for play, common routes residents take, and where improvements to the existing estate could be made.
Following these workshops, ZCD produced a number of recommendations. These recommendations are for enhancing external spaces in the estate, based on feedback from the workshops and all the previous consultations.

The key feedback you have given us is that it is vital that we reprovide a cage within the estate where young people can play ball sports. You have also made it clear that you do not necessarily want a lot of play equipment across the estate, which requires maintaining and creates a lot of formal play areas. It is clear that there are a lot of spaces in the estate that work well already, and do not need a lot of improvements, like the central green space. You have also shown us areas that are less well used and could benefit from some changes.
The current proposals are based on the feedback from the surveys, the workshops and the recommendations from ZCD. We have proposed a new location for a cage and small changes that can be made across the estate to can make the estate work a bit better for everyone. It is key to note that we may not be able to implement everything in the landscape proposal as we have to stay within the project budget. However, we are committed to stretching the budget as far as possible to deliver as many improvements as possible.
