Healthier and more liveable roads: Bradstock Road and Cassland Road junction

Between July and August 2025, we asked for your views on proposals to make the Bradstock Road and Cassland Road junction into a safer, more attractive and playful connection point.
You said
There was overall support for the proposals with 66% respondents saying they agreed or strongly agreed with the changes. 24% of respondents disagreed or strongly disagreed.
- Traffic Speed and Safety on Cassland Road: A recurring concern is the high speed of vehicles on Cassland Road, with many comparing it to a "motorway." This is consistently linked to feelings of unsafety, especially for pedestrians, cyclists, and those with young children (e.g., crossing to Wentworth Nursery School). Many respondents explicitly request more measures to slow traffic, such as raised areas, better crossing points, and potentially cameras.
- Need for Improved Crossings: There's a strong demand for safer and more convenient crossings, particularly at the junction of Cassland Road with Bradstock Road and Gascoyne Road but also in other areas such as Wick road. Specific requests include zebra crossings, continuous crossings, parallel crossings for pedestrians and cyclists, and signalised crossings. Some comments highlight the current difficulty and perceived danger in crossing the road.
- Opposition to Seating/Benches and Play Areas: A significant number of comments express strong opposition to the proposed seating areas and play spaces, particularly on Cassland Road. The primary reasons cited are concerns about encouraging anti-social behaviour, public drinking, drug use, noise, litter, and loitering. Residents feel these spaces are unnecessary given the proximity of Well Street Common and Victoria Park.
- Loss of Parking Spaces: Residents, particularly those on Bradstock Road North, are concerned about the loss of parking spaces. They note that spaces have already been reduced due to cycle stores and EV charging bays, and further reductions would exacerbate existing parking difficulties, especially for permit holders and those with young children.
- Noise Pollution: Noise from accelerating cars, motorcycles, and large vehicles is a frequent complaint, impacting residents' sleep and general quality of life. Some suggest using low-noise surfacing asphalt to mitigate this. Concerns about increased noise from cars accelerating after proposed raised tables are also mentioned.
We did
In response to the overall support (66% agreement) and key concerns, the final design has been significantly refined:
- No seating/benches have been kept to address concerns about anti-social behaviour, although 'play on the way' features and new planting remain.
- Blended crossings and a raised table are being introduced on Cassland Road to slow vehicles and create safer, more convenient crossing points to tackle traffic speed and safety.
- The loss of parking spaces has been minimised to that needed to accommodate the new crossings and safe vehicle movement.
- The motor vehicle access restriction (banned turn) has been kept to limit 'rat running' traffic.
- Pre-implementation traffic counts have been carried out and post-implementation counts will also be carried out to monitor the impact of these changes on vehicle speed, noise, and flow.

Following the consultation, we have refined the proposals.
Junction and public realm works will be carried out at the Bradstock Road and Cassland Road junction. As part of the scheme, new traffic orders will be introduced to support safer movement and improved public space. The works are scheduled to start on 2nd March 2026 and will take up to ten weeks to complete, subject to weather conditions.

We are seeking your views on proposals to transform the Bradstock Road and Cassland Road junction into a safer, more attractive and playful connection point, with new landscaping, seating and play-on-the-way features for children.
The proposals form part of our plans to create a greener, healthier Hackney, improve road safety and support people to walk, shop and cycle locally.
What is this survey about?

This survey seeks your views and input on these proposals to help us develop the proposals into detailed designs.
Why are these changes being proposed?
The Council is committed to making our roads safer for everyone living, working and visiting the borough. Creating an environment that will encourage more walking and cycling is a key part of the Council’s Transport Vision and an essential part of Hackney’s Transport Strategy.
The Council has received funding from the Mayor’s Air Quality Fund to improve the connectivity and environment for pedestrians and cyclists within the Homerton, Hackney Wick and Victoria wards. Now it’s time to start delivering on the changes including on Cassland Road.
The junction of Bradstock Road and Cassland Road has been selected for improvement because it is on a key walking and cycling route for local residents. The area is also identified by the Greater London Authority (GLA) as an Air Quality Focus Area and is also at risk of flooding. Local trips which may cross this junction include trips to Homerton Station, Victoria Park, Well Street Common, Wentworth Nursery and Wentworth Children’s Centre and Gascoyne Community Halls 1 and 2.
Our Transport Strategy includes a Liveable Neighbourhood Plan. This plan acknowledges that local streets serve more than just a function for parking and driving, walking, or cycling. They are also vital spaces for social interaction and daily living.
What are the proposals?

- New parallel crossing for pedestrians and cyclists across Cassland Road at the Bradstock Road junction.
- New raised table on Cassland Road at the junction with Bradstock Road to slow traffic in the proximity to the junction.
- New sustainable urban drainage, paving, greenery and play-on-the-way features on the footway to the north of Cassland Road.
- Blended crossings, where junctions are raised to pavement level to promote pedestrian safety, across Bradstock road.
- New motor vehicle access restriction between Cassland road and Bradstock road (south).
- New no motor vehicle access restriction from Cassland road into Bradstock road (north)
- Replace 9m of parking spaces on Bradstock Road (south) with double yellow lines to create space for vehicles to turn.
- Replace 7m of parking spaces on Bradstock Road (north) with double yellow lines to create space for cyclists and motor vehicles to move safely.
- Widen the footway with new planting on Cassland Road with the replacement of 8m of parking spaces.
- Widen the carriageway at the junction of Bradstock and Gascoyne road to create space for turning vehicles while maintaining a footway width of >2m.
- New cycle stands on the footway at the Bradstock and Gascoyne Road junction.
What happens next?
Your views will also be taken into account as part of the detailed design process. We will publish the feedback received as well as any decisions made at: consultation.hackney.gov.uk
Following the detailed design, a statutory 21 day consultation will then take place on the proposals and residents will have 21 days to submit an objection, comment or representation.
Permanent works
If the scheme goes ahead, following consultation, we expect construction works to start in Spring 2026 with completion in about 10 weeks. Further information regarding the works would be sent out closer to the time.
